At the Terranova West Municipal Utility District’s (the “District”) September 2026 monthly Board meeting, a representative from the District’s financial advisor, Cedar Creek Municipal Advisors LLC, presented an assessment of the District’s budget and proposed a modest tax rate increase for 2026.
Following extensive discussion and after holding a public hearing at the District’s regularly scheduled October, 2026 meeting, the Board voted to adopt a 2026 tax rate of $0.5173 per $100 of assessed value—the exact same rate as 2025—and to trim discretionary spending wherever possible.
While operating costs and necessary water/sewer capital improvement projects continue to rise, the Board remains acutely sensitive to the financial pressures on residents’ personal budgets. With Harris County Commissioner’s Court raising the 2026 county tax rate, and the NHCRWA evaluating potential fee increases, the District’s Board was committed to avoiding an additional tax burden. By making selective cuts—primarily to non-essential park and green space enhancements—we eliminated the need for a rate increase.
Q: If the District kept the 2026 MUD tax rate the same as 2025, why is my tax bill higher?
A: Your total tax bill is calculated by multiplying the MUD’s tax rate by your home’s taxable value, which is set independently by the Harris Central Appraisal District (“HCAD”). If your 2026 HCAD property valuation increased over 2025—and was not successfully reduced through an appraisal protest—your overall MUD tax bill will be higher, even though the District’s rate remained flat. The District has no control over HCAD property assessments.
